Cosmetic-grade fragrance oils can be used in skin-application products, but they must be used correctly. The key is following IFRA (International Fragrance Association) guidelines, which set maximum usage levels by product category — a leave-on lotion has different limits than a rinse-off soap or a product used near the eyes, for example. Always use a fragrance oil that is explicitly rated for cosmetic use, stay within the recommended usage levels for your product type, and conduct a patch test before broad use, as individual sensitivities vary.
