Choose a fragrance emulsion when your product base is primarily water and you either aren't using high levels of alcohol or or prefer to avoid it.. Plain fragrance oils are oil-soluble by nature and won't disperse on their own in a water-based system — without an emulsifier or solubilizer, you'll end up with visible separation and an inconsistent product. If you're formulating a body mist, room spray, or any low-alcohol water-based product, a fragrance emulsion or a properly solubilized system is the right approach.
