It's possible to create your own emulsified fragrance system using appropriate solubilizers or emulsifiers at tested ratios, but it requires careful formulation work and stability testing to get right. Off-the-shelf fragrance emulsions are pre-formulated and validated, which saves time and significantly reduces the risk of separation or instability in the finished product. Unless you have formulation experience and the capacity to run stability trials, a ready-made fragrance emulsion is usually the more practical and reliable option.
